Black Lightning has been an official Arrowverse show since Crisis, that’s why it has merged with this wiki. Lucifer on the other hand is just canon.

Oliver only stopped crime in Star City because Star City was his home. It had alot of crap go on the last 7-8 years. But if you mean why did he not do the same for other cities (Central, National, etc.)? Well...they do still have their heroes, or maybe it's because restoring the universe has its complications and limitations.

He is the Devil of the Arrowverse, and we see Hell's prison in his show, but he took a vacation from Hell in 2011, which lead to his appearance in Crisis on Infinite Earths in 2019, and his show takes place between 2016-2017 post-crisis. He is almost totally unrelated to the events of the Arrowverse, however, since none of his show features Earth-1, Earth-38, Earth-BL or Earth-Prime.
The First of the Fallen is a different character, and Satan is a title that both of them hold.
Lucifer is canon but takes place in the future but not joining the Arrowverse. (Maybe Constantine visits them??)

Lucifer is canon but is not in the Arrowverse. To say that is to say that Superman (40s cartoon), Batman (1966), The Green Hornet, Wonder Woman, the Superman film series, the Batman film series, The Flash (1990), Smallville, Birds of Prey, Green Lantern (2011) (Read Crisis on Infinite Earths: Paragons Rising, it's not the HBO show!), the DC Extended Universe, Titans, Doom Patrol, Swamp Thing and Stargirl are in the Arrowverse.
It is not set in the future, but rather Tom Ellis had the theory that it's set in the 5 years between Lucifer leaving Hell and meeting Chloe. As that theory is ridiculous, since you can't have universes born later than others, as we saw in Crisis on Infinite Earths: Part 4-5, it's more logical to assume that they travelled to 2019, and the show "Lucifer" occurs in the post-crisis 2016-2017. These dates are very clear in the show and it most definitely didn't start in 2019-2025.
To say it's set between 2011-2016 is to assume the event occurred before Lucifer, which it didn't as the multiverse was reset, erasing all events during Crisis on Infinite Earths, meaning Tom Ellis is already wrong.
Simply, Lucifer took a vacation in 2011, never met chloe, and John came to him for help during the end of the multiverse. The only episode of Lucifer to occur in Earth-666 (Pre-Crisis) is the prequel episode set in 2011. The show occurred between Crisis on Infinite Earths: Part 4-5, in 2016-2017.
I meant the Lucifer show is taking place in the future. Not as in 2020-2025 future, but as in, we saw him in Arrowverse in 2011-2015 and the rest is future.
And it is also possible that pre-crisis some universes exist in the future, some in the past, as Earth 167 existed in somewhere like 2021, Earth 99 and 16 also existed in the future,
We saw Earth-666 in 2019. The events of Lucifer happen in the next iteration of the multiverse.
Earth-167 exists in 2019. Just because we didn't see Lois pregnant doesn't mean she wasn't, or that pahaps the child was born before the flash forward to 2018.
The other universes are set in 2019, just evolved differently. That's why Earth-16 scenes are referred to as having to travel to the future to get to 2046. Remember that Jon went through time as well. The 1940s Superman cartoon is also in 2019, and the show simply feels like it's set in the 1940s.
Earth-96 too, as Crisis on Infinite Earths retconned Superman III-IV and Supergirl into the continuity of Superman Returns, which was already on dubious continuity with Superman I-II to begin with. Superman III is set after Superman Returns, before you bring up Martha Kent. That series happens between 1997-2015, decades after release.
How does a universe get created a couple years after another? I can't really see how that works logistically.
Well, all universes in the multiverse are born at the same time. I agree. But there is a lot of time, I mean A LOT before humans evolve and age of heroes is born. So some universes can exist a couple of years in the "past" and "future" from the human perspective.
