He wasn’t in the Monitor Realm when Oliver confronted him.
During the events of Part Five, we see that a new multiverse was created in the wake of Oliver sacrificing himself. This new multiverse comprises of 7 different universes, with different histories. Earth-Prime, in which all five shows and two upcoming will take place on. However, since Earth-Prime is an amalgamation of three universes and with a brand new history, as of characters brought over from Earth-38 and Earth-BL along with Earth-1 characters. If a person existed on more than one of those Earths, would all of that persons histories merge into one when this new multiverse was created?
This might be a stupid question, but why weren't all the salvaging ships sent to the Vanishing Point, and everyone else for that matter? they would have been safe there until things got fixed.
Another thing; they visited more Earths (I´m not counting the ones set in the past or the future), so why not take the civillians from there like they did with Earth-38 while they could? is it because the antimatter wave was already reaching e-38, while it hadn't appeared yet in the others and then they were working towards a definite solution and the heroes were still hoping for the best? it still seems a bit moraly questionable to me. Like, since they don't have any attachments or friends/aquaintances in those other Earths, then it's ok if they cease to exist (well, except for Superman E-96)?
After the comic-version of Crisis, the earths were merged because the heroes fought against the Anti-Monitor at the Dawn of Time. This created a hole new universe called “New Earth” where the heroes originally from different earths lived together.
If this concept is going to be introduced in the Arrowverse what do you think they should retcon like in a “flashpoint style”?
Maybe they could change the JSA members for the Stargirl TV Series, make Batman from Earth-1 and Superman from Earth-38 fight together at some point in the past or something like that.

And since almost 3 billion peoples have come to Earth-1 to take refuge.. among them will be some aliens too, so how are the people of earth-1 gonna react?
In fact in general, people aren't even aware of the multiverse, they don't know their multiple doppelganger exist.
I am looking forward to how they set it all up.

If some the Earths do end up merging while the others are destroyed and they decided to merge known Earths into one universe then what's going to happen to the doppelgangers?? Let's say if they wanted to merge Earth 1 and Earth 2 along with others, we'd get Jesse Wells and probably Harrison Wells from that Earth but then we'd have to explain Earth 2 Barry, Earth 2 Iris, Earth 2 Nora and Henry Allen, and we have Earth 2 visitors like Laurel Lance whose on Earth 1. So how the fuck are they going to do that? Even Earth 38 has doppelgangers that we've seen on Earth 1 as well. So do doppelganger cease to exist or COEXIST with each other?!
