- "I got into politics to make a difference, right, to- to make the world a better place, and Ruvé has shown me that the only way to do that is to start over."
- —Alex Davis on joining H.I.V.E.[src]
Alex Davis was a political strategist employed by Oliver Queen and the boyfriend of Thea Queen. After Oliver dropped out of the mayoral elections campaign, threatened by Damien Darhk, Alex joined the office of the winning mayor, Ruvé Adams. In service of Ruvé, he was brainwashed with the help of suggestion pills, disguised as vitamins, turning him into a loyal member of H.I.V.E. and a denizen of Tevat Noah. He was ultimately slain by Lonnie Machin, who saw Alex as an unwanted influence in Thea's life.
Alex was employed by Thea Queen to help her half-brother, Oliver, during his mayoral candidacy. When he met Oliver, he recommended that he distance himself from Laurel Lance in order to maintain a clean image. However, he refused to do so and Davis gave up, remarking that he would be paid either way.
When Oliver was forced by Damien Darhk to drop out of the mayoral race, Alex was disappointed as he knew that Oliver had a big shot at winning and they'd worked so hard to get that far. He asked Oliver for an explanation, which he couldn't give, and Alex accepted this gracefully and left. Shortly after, he was offered the position as the Chief of Staff of Oliver's former opponent, Ruvé Adams, who became the new mayor after winning the election by default. Thea tried to get him a job at Palmer Technologies instead but was unable to.
For his new position, he was attacked by the vengeful Evelyn Sharp who had been posing as the Black Canary. Also because of his affiliation with Ruvé, Alex earned a spot in the Ark. He was given pills that made him susceptible to suggestion and willingly agreed with H.I.V.E.'s plans. While on a getaway with Thea, he took her to the Ark without her knowledge. He was later killed by Lonnie Machin, who saw Alex as an unwanted influence in Thea's life. His death apparently saddened Malcolm Merlyn who claimed to have liked him.
