"My fellow Americans. Over a century ago, this nation erected a monument in New York Harbor. A Statue of Liberty. That statue looked down upon Ellis Island, where thousands of immigrants came to seek refuge from a home country that didn't want them, that wouldn't have them. But America took them in. That is our story! The American people today stand as one with history. No longer will our alien visitors be strangers - committed to the shadows, forced to the fringes of a hostile and unwelcoming world. They will be granted the full rights and privileges of American citizens. The Statue of Liberty will stand for aliens, too."
Olivia Marsdin[src]

The Alien Amnesty Act is a framework that not only allows aliens to come to Earth anytime they want, but it also grants them the same equal rights as humans. The Alien Amnesty Act was initiated by Olivia Marsdin, the then-president of the United States on October 24, 2016.[1]

in March 2019, following Olivia's resignation, the law was repealed by president Phil Baker and Secretary of Alien Affairs Ben Lockwood; through the manipulations of Lex Luthor and Eve Teschmacher.[2]

in May 2019, the legislation was later reinstated by vice president Plastino; after Baker was removed from office.[3]

History

President Olivia Marsdin came to National City to sign the document for the Alien Amnesty Act, but Scorcher twice attempted to assassinate her out of belief that it was a form of registration. Once Supergirl captured Scorcher did the Alien Amnesty Act pass.[1]

From 2018 to 2019, after Marsdin was exposed as a Durlan,[4] and later Ben Lockwood was elevated to Secretary of Alien Affairs by acting president Phil Baker,[5] Ben attempted to repeal the Alien Amnesty Act, despite an assassination attempt by the Elite. Subsequently, during Ben's rally which was met by a peaceful pro-alien protest group, the Elite showed up to incite a riot. During the chaos, James Olsen captured pictures of unity from both sides which CatCo Worldwide Media later released, forcing Lockwood and Baker to delay the repeal to a congressional vote.[6]

Ben later met with Senator Granberry for support on the repeal of the Alien Amnesty Act, only to be outright refused, as Granberry was concerned that the repeal would incite Earth's alien citizens. However, Eve Teschmacher, disguised as Chief of Staff Sarah Walker via image inducer, blackmailed Granberry into changing her vote, resulting in the Alien Amnesty Act becoming officially repealed.[2]

After Kara Danvers publicly exposed Lex Luthor's ties to president Baker and Kaznia, acting president Plastino reinstated the Alien Amnesty Act.[3]
