Axel is a rat hat Ray Palmer gave Mick Rory for Christmas.
History
Axel was found in the vents by Ray Palmer. He then decided to give it to Mick Rory as a Christmas present.
Rewritten Reality
In the reality made by the Legion of Doom, Axel was Ray Palmer's test subject. He was gonna be used for Ray's gun that restored someone's real memories until rescued by Mick Rory.
