Blackgate Penitentiary is a prison located near Gotham City.
Bertrand Eldon worked at Blackgate Penitentiary as the executioner to the prisoners. However, he learned that he was actually killing innocent people on the orders of corrupt officials, making him vow to get revenge and kill those who were responsible for him murdering the innocent.
Raymond Calverick was incarcerated at Blackgate Penitentiary for obstruction of justice and for framing several innocent individuals for crimes they did not commit; simply to raise his reputation for personal gain.
