Certo is a criminal and a bank robber from Starling City. He is also one of William Tockman's underlings.
Biography[]
Certo, along with his partner, Eddie Walczak, were sent to Kord Enterprises to steal the Skeleton Key for William, he is later taken down by the Arrow, for attempting to steal money from the Starling National Bank.
