Cisco's Who's Who? Binder is a binder created by Cisco Ramon in order to document which of Team Flash's enemies have changed after the creation of the new multiverse.
History[]
After the Anti-Monitor Crisis, Cisco decided to track down many of Team Flash's former enemies in order to discern what changes had occurred as a result of the multiverse's reboot. Their pictures and names were then compiled into a binder.[1]
Cisco pulled out the binder after he noticed that Carrie Bates/Rainbow Raider 2.0's method of attack was similar to that of Roy Bivolo's.[2]

- Null, Block, and Girder's inclusion means they're alive on Earth-Prime (having been dead pre-Crisis on Earth-1).
- On the backside of both Abra Kadabra and Brie Larvan's pictures it is stated that they are meta-humans.[3]
- In Abra's case, it's likely a mistake.
- As a number of individuals, such as Rosa Dillon and Joslyn Jackam, appear in the binder multiple times, the binder may contain a separate card for each encounter with a specific villain.
- The separate cards could also signify doppelgängers, but this seems unlikely as there has been no mention of the problems related to neurological degeneration with these individuals.
