DeVoe is a future enemy of Barry Allen.
Biography
Sometime in 2017, DeVoe had the Samuroid built to force the Flash to make his return to Central City. After the Samuroid was defeated, DeVoe welcomed the Flash back.[1]
Defeat
At some point, Barry used a device called a cerebral inhibitor against DeVoe.[2]
