The Coil accelerator is a special gun that was created by Hamilton Dynamics, commissioned by the late Catherine Hamilton. Its capabilities are similar to that of the Rail gun's.
History
Sometime after Bruce Wayne become Batman, Catherine Hamilton had Hamilton Dynamics develop a weapon that could penetrate the Batsuit; as she saw the bat vigilante as a threat to exposing her illegal activities to the public. But the project was put on hold, after the Dark Knight mysteriously disappeared.
When another bat vigilante (Kate Kane under the persona of Batwoman) arrived in Gotham City, Catherine had the project reinstated; as she saw the new bat vigilante as a threat to exposing her illegal activities to the public, just like a predecessor; Batman.
