Crowley was a businessman residing in New Gotham City.
Biography
Along with three other businessman, including Larry Ketterly, Crowley formed Phoenix Industries, Inc. in order to purchase the docklands of New Gotham City. However, he was picked off by Ketterly, who used his meta-human powers to make Crowley believe he was being swarmed by rats, causing him to walk into traffic.[1]
