Earl Cox is a friend of Ralph Dibny.
Biography
Earl showed up in Ralph Dibny's office and offered him a case that would make them both rich. However, Ralph turned the offer down stating that he was a changed person and didn't involve into things like that. Earl was disappointed and left his office, feeling let down.[1]
Later, Barry Allen and Ralph Dibny (disguised as Joe West) interviewed him about Janet Petty. She was hiding at the ceiling of the house.[2]
