Earth-15 is one of the many universes in the multiverse.
History
At some point, this universe became a dead Earth. Cisco vibed all the radiation from Fallout to this Earth.[1]
Later, when Team Flash was dealing with the threat of a nuclear bomb exploding in Central City, Cisco suggested breaching the nuke to a dead Earth, as he'd done with Fallout, presumably also intending to send the bomb to Earth-15. However, because they'd been forced to operate in Flashtime to stop the nuke, this proved impossible as Cisco was ill-equipped to open breaches while moving at such high speeds.[2]

- In the DC Comics Earth-15 is the universe where many protege heroes have assumed the roles of or replaced their senior mentors. It was destroyed by Superman-Prime during Infinite Crisis.
