The Federal Bureau of Investigation (FBI) is a governmental agency within the United States Department of Justice that serves as both a federal criminal investigative organization and an internal intelligence agency.[1]

In 1990, the F.B.I. sent Quinn and his partner Edwards to control the S.T.A.R. Labs quarantine after a virus was released. After the Mayor of Central City called Washington, Quinn superiors ordered Edwards to suspend him for his misbehavior.[1]
