Joseph Cray is a corrupt senator of the United States. His name is on "The List".
Biography[]
At some point, Joseph Cray's name ended up on The List. He also became a target of Floyd Lawton, who tattooed his name on his front shoulder.[1]
While opening a hospital in the Republic of Kasnia, Joseph planned a hostage situation by hiring mercenaries to pose as terrorists. When the Suicide Squad came to rescue him, Joseph revealed he engineered the whole situation for him to diffuse and look like a hero, which would help his future presidential campaign. Since his hostages were now witnesses, Joseph decided to kill them, but they were all rescued by the Suicide Squad, with Floyd Lawton sacrificing himself to take out the remaining mercenaries.
Joseph then pinned the blame on Floyd for the whole situation and paid the hostages for their silence. Lyla Michaels attempted to set the record straight, but Amanda Waller prevented her from telling the world the truth.[2]
