Floyd Belkin is a meta-human killed by Cicada in an alternate timeline.

Alternate future
At some point after 2018, Floyd became a meta-human and was target by David Hersch/Cicada. After a presumed battle, Hersch succeeded in killing Floyd, who was his first victim on his path as Cicada.[1]
However, in the new timeline created when Nora West-Allen/XS, acting on orders of Eobard Thawne/Reverse-Flash that was imprisoned in 2049 because of the dagger that Hersch used, changed the trajectory of the falling S.T.A.R. Labs satellite during the Enlightenment, Hersch never became Cicada, with Orlin Dwyer taking on the moniker instead. Whether Floyd still became a meta-human at all in this new timeline is unknown.
