Hugo Mannheim, also known as "Mugshot", is a former criminal.

Hugo Mannheim committed crimes of racketeering, extortion and murder, causing warrants to be sent out for him. The Starling Metro Police were sent out to arrest him, assisted by The Arrow and The Canary. Engaging in a crossfire, Mannheim shot at Detective Quentin Lance, incapacitating him, before fleeing. The Canary went after him, sending him crashing out of a window and right in front of oncoming police.[1]
