Joseph Cray is a corrupt senator of the United States, who was also on The List.
Biography
At some point, Cray's name ended up on The List.
Joseph Cray planned a hostage situation in the Republic of Kasnia, hiring mercenaries posing as terrorists. He had to reveal his plan after the Suicide Squad came to rescue him. He admitted he planned the situation so he could diffuse the hostage situation and make himself look a hero to help for his future presidential campaign. Having his hostages become witnesses, he decided to kill the hostages, though they were all rescued by the Suicide Squad. Joseph Cray then paid the hostages to keep silent and blamed Floyd Lawton for the hostage situation, Lyla Michaels attempted to set the record straight, but Amanda Waller prevented her from telling the world the truth.[1]
