Justin Whicker was a former resident of Starling City, and head of a sex-trafficking ring in Moscow.
Biography
In 2012, Oliver traced Justin's trafficking ring to Moscow. Justin attempted to escape from The Hood, and tried to convinced him that another would take his place, but he was eventually killed with an arrow through the chest.
