At some point in time, Loeb became the commissioner of the Gotham City Police Department.
During Batman's activities in Gotham City, Loeb had come into contact with the vigilante, with the two having a tense relationship.[1]

Jacob Kane's relationship with Batwoman was noted by Dana Dewitt, stating that Gotham City hadn't seen such a tense relationship since Loeb and Batman.[1]
