Milo Armitage is a businessman who wanted to use the second Markov Device in Markovia. He was caught by The Arrow. It was later revealed that he was employed by H.I.V.E..
Biography
Milo broke into Malcolm Merlyn's vacant mansion to steal the earthquake device to sell to H.I.V.E. for money. His plan was ultimately foiled by The Arrow and Mirakuru-enhanced Roy Harper.
