Moira Queen (born 1964)[1] is the wife of the late Robert Queen, the mother of Oliver Queen, and Thea Queen, and the wife of Walter Steele, When her son returns, she is seemingly happy that he is alive. After Oliver is abducted, she voices concern over his safety, and hires John Diggle to be his bodyguard. However, at the end of "Pilot", she is shown to be the one behind Oliver's abduction after his arrival. At the end of "Honor Thy Father", it is revealed that the yacht was actually sabotaged, which led to the shipwreck. Moira is further questioned by Malcolm Merlyn who points out to her that the vigilante is going after the people on "the List". In "Betrayal", she burns the book that holds "the List". She is then later confronted by Arrow. She shot Arrow and nearly killed him. She then tries to leave The Undertaking. She then attempted to have Malcolm murdered by the Chinese Triad.
Malcolm charged Moira with discovering who tried to have him killed. When Malcolm seemed on the verge of being able to determine who paid the Triad, Moira betrayed her co-conspirator Frank Chen and set him up to be killed by Malcolm so that Malcolm would not discover she was the one behind the assassination attempt. She did beg that the life of Frank's daughter be spared.
Personality
Moira is oftentimes ruthless, in an ends-justify-the-means sense: she had her own son kidnapped but justifies it as doing to so prove he knew nothing about the undertaking, and thus save his life. She attempted to have Malcolm Merlyn killed, so that she would be out from under his thumb, she and her children would be safe, and to prevent the deaths of innocent thousands. When the attempt failed, she betrayed her co-conspirator, Frank Chen, to avoid her own implication and she and her children would not be killed. Malcolm, as the Dark Archer, killed Frank. Despite evident and prevelent flaws, it should be noted that convinced the Dark Archer to spare Frank's daughter.
More than anything else, it becomes increasingly evident as the series progresses that Moira is "in way over her head."
Relationships
Robert Queen
Robert Queen was Moira Queen's first husband. It is unknown what their relationship was, before Robert's death. They had 2 kids together and right before Robert and Oliver left on the Queen's Gambit. They were arguring alot which lead their daughter who overheard the fights to believe one of them had an affair, but its very likely they were arguing about getting out of Tempest and the Undertaking. To stop him from doing it she most likely ordered the sabotage on the Queen's Gambit to save her own skin.
Walter Steele
Thea Queen
Thea Queen is Moira Queen's daughter. They have somewhat of an estranged realtionship. During the time Oliver was missing Moira let Thea get away with her bad behavior such as shopping lifting and paying off the owners. However she couldn't save Thea from her charges in Vertagio and Thea was willing to go to jail in order to spite Moira. However they seem to somewhat mend their realtionship with the help of Oliver who gives his mom advice on how to handle Thea.

Quentin Lance
Moira Queen has despise Quentin Lance since the day he had it out for her family, and because he blames her son for his daughter Sara's death, which was not his fault. when he accused her son of being the vigilante arrow, she gets very up-set at him, for accusing her son with no grounds of evidence, she shows sympathy for the loss of his daughter Sara, but she tells him to kindly get the hell out of her house, showing she is not going to tolerate his nonsense towards her son.

Trivia
- Moira's true intentions through various actions she has displayed within the series remain unknown. This includes affiliating with Tempest and supporting the sabotage on the Queen's Gambit, almost causing the death of her husband and her son.
- it has been hinted through the series that Moira had something to do with sabotaging the Queen's Gambit or knows a member of the organization Tempest sabotaged the Queen's Gambit and she didn't try to stop it.
