The Negative Strength Force is the opposite of the positive Strength Force. Much like it, the Negative Strength Force allows its user to possess superhuman strength. However, it is centered around the negative emotions of its host. Its physical avatar is a negative version of Alexa Rivera.
Similar to the Negative Speed Force, the Negative Strength Force is the natural opposite of the Strength Force. Powers given by the Negative Strength Force revolve around superhuman strength, but is centered around negative emotions.

The Negative Strength Force was presumably created from Alexa Rivera infected with a time sickness via Iris West-Allen indirectly which was to infect and weaken the positive Strength Force. The Negative Strength Force, alongside the Negative Still Force and the Negative Sage Force, personally confronted Barry Allen.[1]
After resurrecting Eobard Thawne by killing his time remnant, the Negative Strength Force (along with the other Negative Forces) gave all of its powers to Thawne to which Thawne was overloaded with the Negative Forces' energies which caused his death.[2]

Blue: The Negative Strength Force has the same natural color as its positive counterpart, manifesting as blue. This color is shown when the Negative Strength Force appears in a lightning form and when manifesting within its physical avatar.

The Negative Strength Force can also demonstrate the same eye colorations, as when manifesting through "Alexa Rivera", her eye color can change to blue to represent her rage.

Superhuman strength: Negative Strength Force users are much stronger than normal humans and most other meta-humans.
Superhuman jumping/leaping: Negative Strength Force users are able to jump much higher and leap much further than normal humans and most other meta-humans.
Bioluminescence: Negative Strength Force users are able to cause their eyes to transform and glow a blue shade.
