Cobblepot was at some point elected mayor of Gotham City. During his tenure, firing squads became a form of execution for death row inmates.[1]
Arkham Asylum[]

O. Cobblepot is incarcerated in cell number 341 at Arkham Asylum. When John Deegan opened all the cell doors in the asylum, Cobblepot tried to escape, until the Flash returned all the patients to their respective cells.[2]
It is unknown what became of him after the destruction and recreation of the multiverse.

- Oswald Cobblepot becoming Mayor was seen in such Batman stories such as Batman: Earth One, Forever Evil storyline, the 1992 film Batman Returns, and the third season of the 2014 Batman prequel series Gotham.
- It is not yet known if O. Cobblepot and "Penguin" are the same person.
