Baker is the president of the United States. He is the former vice president of the United States, having taken on the position of president after the resignation of his predecessor; Olivia Marsdin.

However, unlike Olivia; Baker is a selfish man who cares more about his approval ratings than he does about the welfare of his country and morality.

Baker was originally the Vice President of the United States until his predecessor, Olivia Marsdin was exposed as an alien and resigned from office, causing him to be sworn in as the new president.

Initially, Baker seemed thoughtful and would do anything for his country, but then, as the crisis with the Children of Liberty started to mount and cost him approval ratings in the polls, he proved that he would only do anything for his own self-interests, in other words, he is a selfish individual; for example, when Baker ordered Kara Danvers (under the persona of Supergirl) to reveal her secret identity to the public, so it would not affect his approval ratings anymore. This would also make him a hypocrite since he told Kara they need to put the country first and he's displayed that he would put his interest first.

Completely disregarding the fact that if Kara reveals her identity to the public, it would put the people she cares about (family and friends alike) in danger, when she (rightfully) refused, he fired her from the D.E.O., as Baker cares more about his approval ratings than he does about the welfare of his country and morality. He even pardoned Ben Lockwood to improve his poll ratings once he discovered a loophole to release him. He is even close to be anti-alien and considering to repeal the Alien Amnesty Act.
