Phoenix Industries was formed by Crowley, Larry Ketterly, and 2 others, in order to buy up the docklands of New Gotham City. To have a physical address, the corporation was based in a warehouse where, years earlier, Batgirl and Batman fought the Joker and his goons to a decisive victory. More recently, Larry met with Harleen Quinzel in that warehouse's basement to make plans for the future of New Gotham City.

After Larry's imprisonment, the warehouse was demolished.[1]
