Plastino was the vice president of the United States. After his predecessor, Phil Baker, was removed from office, impeached and arrested, due to his affiliation with Lex Luthor; Plastino was appointed as the acting president of the United States, until re-elections can be held again.

At some point, after Phil Baker became president, Plastino became the vice President of the United States.
Becoming Acting President of the United States
After Lex Luthor's connection to the previous president Phil Baker was revealed, which led to his impeachment and arrest, Plastino would assume the presidency of the United States until re-elections can be held again, and to clean up the political damage that was caused by his predecessor.
Plastino's first acts were to arrest Baker, take away the deputation of the Children of Liberty and have them along with their leader, Ben Lockwood imprisoned for domestic terrorism. He would also appoint Lauren Haley as the interim secretary of the United States Department of Alien Affairs, as well as withdraw martial law and re-enact the Alien Amnesty Act, thus; making aliens free citizens.[1]
Anti-Monitor Crisis
When a wave of antimatter was about to hit Earth, he was contacted by Alex Danvers to prepare the evacuation of the Earth before the wave hits. He contacted the other world leaders to inform them of the situation and evacuate everybody off Earth-38.[2]
Personality
Not much is known about Plastino's personality, except like Olivia Marsdin, he is an extremely selfless and non-corrupt individual who cares more about the welfare of his country and morality, than he does about his approval ratings; for example, after being appointed as the acting president of the United States (after Phil Baker's involvement with Lex Luthor was exposed) his first acts were to arrest Baker, take away the deputation of the Children of Liberty and have them along with their leader, Ben Lockwood imprisoned for domestic terrorism, as well as re-enact the Alien Amnesty Act, thus; making aliens free citizens.
Plastino has taken it upon himself to undo all the political damage caused by Baker; which almost resulted in a civil war between humans and aliens alike.
Presumably, similar to Olivia, despite not being an alien himself, Plastino has no prejudice towards aliens, as he believes that someday most humans and aliens will be able to co-exist in peace; which is one of the reasons why he reinstated the Alien Amnesty Act.
