Power-dampening cuffs, or power cuffs, are devices invented by Cisco Ramon to mitigate meta-human powers on Earth-1. Earth-X and Earth-203 are shown to possess similar devices in the form of collars.
On Earth-38 and Earth-Prime, the cuffs are used also on extraterrestrials. There are also special Kryptonite-based cuffs made by the DOD on Earth-TUD25 to restrain hostile individuals, whether powered or not.
History[]
Earth-1[]
The cuffs were stolen by Caitlin Snow after she and her mother couldn't find any way to reverse her developing powers. Cisco suspected H.R. Wells had stolen them, but Caitlin later confessed and revealed her powers to Cisco. Caitlin kept them until the meta-human Shade attacked Hofherr Park, so she tossed them to The Flash, who used them to capture Shade.[1]
A pendant was made for Caitlin by Julian Albert and Cisco Ramon to act as a power dampener as well as to collect solar energy to charge it on the go so that she wouldn't need to sit with the cuffs plugged in to charge in order to ensure that they continue to work properly.
Caitlin continued to use them until Christmas of 2016 in the fears that her alter ego Killer Frost would be released. However, she was later given a pendant that acted as a more practical dampening device.[2]
Possible future[]
In Nora's future the power-dampening cuffs are like slap bracelets which she use on Godspeed.[3]
Earth-203[]
Earth-X[]
On Earth-X, the New Reichsmen would fit their prisoners held in Nazi concentration camps with power-dampening collars.[6]
Earth-38[]

On Earth-Prime, the D.E.O. uses the cuffs to restrain its captives, such as a Dominator[7] and Rama Khan.[8]
Earth-Prime[]
Though Cisco was swift enough to place cuffs on Eobard Thawne before he could escape, the villain promised that the cuffs would not hold him if he took possession of the body of Harrison Nash Wells; however, Thawne was evicted before he could test his promise.[9]
Cecile Horton put cuffs on Barry when he failed the test provided by the prismatic filter, making him look like a mirror duplicate and escorted him to the pipeline.[10]
Earth-TUD25[]
After Superman protected Tag Harris from the U.S Army, they contained him using power dampening cuffs to transport Tag back to the DOD.[11] While imprisoned in the DOD, Tal-Rho was also restrained with these cuffs.[12] (However, he was still able to hear the ELT device.) Sam Lane also cuffed his own daughter to avoid losing her to the Inverse Society again.[13]

- Eobard Thawne used similar restraints to cuff Barry Allen of 2016 to his wheelchair during Barry's trip to the past.[14]
- They cannot affect beings like Music Meister (presumably a Fifth Dimension being) and presumably magic users. However, there is a variation of the cuffs that is designed specifically to counteract magical or Fifth Dimensional powers.
