Sandra "Sandy" Woosan also known as Lady Shiva, is a former thief turned assassin who was an enemy of Barbara Gordon during her days as Batgirl.

Sandra was presumably born in New Gotham and at some point became an big sister to an unnamed girl who was killed when Sandra as Lady Shiva was engaging in an fight with Batgirl. Following that Sandra moved out of the city and lost touch with friends like Helena Kyle due to being overwhelmed with her grief.[1]
Back to Gotham
Although she was still grieving Sandra kept blaming Batgirl got her sister's death and returned to New Gotham to exact revenge on her when Sandra declared herself clear head enough to do so an couple years later.[1]
