Official synopsis
In the aftermath of his victory, Season Three opens with The Arrow now a hero to the citizens of Starling. Crime is down, people feel safer, and Captain Lance even calls off the Anti-Vigilante Task Force. Basking in his success, Oliver believes he can finally have a private life and asks Felicity out on a date. But the second Oliver takes his eye off the ball, a deadly villain reappears in Starling, forcing Oliver to realize that he can never be Oliver Queen – not as long as the city needs The Arrow.[2]

- "Seth": A potentially recurring character, Seth uses his knack for chemistry to develop a drug that drains the willpower of his enemies. He'll be more than a physical match for The Arrow.[11]

He's well-trained, being skilled in weaponry, combat and intelligence gathering. He's a dedicated father and husband, and is in his late 20s to early 30s.[11]
- Tatsu Yamashiro/Katana: Highly skilled in martial arts, she is Maseo's wife and also one of Oliver's handlers.[11]
- Werner Zytle/Vertigo: Following Count Vertigo's death, Zytle is the new dealer of Vertigo. He will appear in "The Calm", the first episode of the season.[15]
