The solar encryption engine, simply known as the S.E.E., is a device that was designed by Quincy P. Runk and created by Chester P. Runk to reconvert the atomic mass of nutrinovoltaic energy cells, neutralizing artifically-created kinetic energy sources.

Creation[]
At some point, Quincy P. Runk designed the solar encryption engine. These designs where later found by Chester P. Runk during the Godspeed war. Chester then created the device in order to neutralize the Godspeed clones' speed.[1]
Stopping Godspeed clones[]
When Chester had Allegra Garcia charge the S.E.E., she wasn't able to do so due to dealing with the death of her cousin. Because of this, Barry had to charge it using the electricity created by his kinetic energy. Then, he used it in a battle with some Godspeed clones, temporarily neutralizing their speed. However, since the device was supercharged with energy by Barry, the Godspeeds were able to quickly recharge and fight back.[1]
Sometime later, during a battle with the Godspeeds, Allegra was able to charge the S.E.E. and neutralize them. She did, however, charge it at five times their maximum strength, effectively destroying the device. With the help of Bart West-Allen, Nora West-Allen, and Jay Garrick, Team Flash was able to partly rebuild the S.E.E. right before Barry decided to give August Heart organic speed.[2]
