The Sonic Scepter was a device created by Harry Wells to used against Clifford DeVoe.
History
While Barry Allen and Ralph Dibny were searching the bus, Harry called them back to S.T.A.R. Labs to see what was going on.
Harry presented the device to Team Flash to help defeat DeVoe. However, once DeVoe took over Ralph Dibny's body, the device was rendered useless.
