Hunter Zolomon created a speed-dampening mask to dampen Jay Garrick's connection to the Speed Force when he was held captive by him in his lair.

History

Sometime after capturing Jay Garrick, Hunter Zolomon forced the speed-dampening mask on to him in order to temporarily remove his connection to the Speed Force to stop him from escaping and to prevent him from speaking to anyone else who was captured.

After being rescued by Team Flash, using the combined efforts and arguing of Harry and Cisco, it was finally removed on Earth-1, and shortly after he got his powers back, Jay took great pride in destroying it, saying he never wanted to see it again.[1]

Possible future

In a possible future that Nora West-Allen hails from, this speed-dampening mask was shown in the Flash Museum, alongside several equipment that other Flash villains used against the former.
