Captain Stein is the former police captain of the Star City Police Department. He has little tolerance for vigilantes and will not hesitate to attack them.

Due to Stein's rogue actions that resulted in the death of Frank Bertinelli (albeit unintentionally), he was fired from his department by the police board.

• In the DC comics, Harry Stein is a New York City police inspector who lead a task force formed to apprehend Vigilante. He later joined Checkmate, a governmental intelligence organization.
  • Although it was never confirmed if Stein is the Arrowverse version of Harry Stein, they share several interesting similarities; both were medium-ranking members of police forces, had a strong disdain for vigilantes, and were eventually fired because of their interactions with them.
