Biography[]
After Benjamin Siegel got friendly with his superiors, Officer Sullivan expressed his distaste of Siegel to Ray Palmer, who agreed with his sentiments. Later, when Siegel returned to his club following an arrest, Sullivan and Palmer followed his car, following Jeanie Hill to Bugsy's blackmail stash. Sullivan expressed his intent to destroy the stash, along with Jeanie, before mobsters swarmed the car and Sullivan handcuffed Ray to the steering wheel, intended to be the fall guy for their hit on Jeanie.[1]
