Why doesn't the cast list include everyone who's confirmed?

Why doesn't the cast list include the absolutely confirmed series regulars? As well as weather witch, and everyone else who'll appear (confirmed appearance)?

This is why I created my blog post, because the cast list here doesn't have all the cast. I understand one of the reasons being to long a list, but then just do the scroll template. Am I missing another reason? Thanks!

5 or 6 part crossover?

Black Lightning's midseason ended with the sky turning red and the Anti-Mater wave hitting his earth, it also dealt with alternate versions of his daughter, and him learning about other earth's. it was also CALLED: "The Book of Resistance: Chapter Four: Earth Crisis" key word EARTH CRISIS, so is Crisis on infinite earths a 5 part crossover still? or a 6 part crossover?
