Synopsis
| ROBERT TOWNSEND, BILL DUKE AND ANGELA RYE GUEST STAR – Jefferson Pierce (Cress Williams) and his family may have survived Tobias’s (Marvin Jones III) attack, but they’re not out of the woods yet. Concerned for the safety of Garfield’s students, the board considers a motion to shut down the school, forcing Jefferson to go to Napier Frank (guest star Robert Townsend) to sway the vote. Jennifer (China Anne McClain) struggles with her powers and her actions have unforeseen repercussions. Meanwhile, Anissa (Nafessa Williams) finds a new way to give back to Freeland. Lastly, Lynn (Christine Adams) continues her quest much to the dismay of Agent Odell (guest star Bill Duke). Damon Gupton and James Remar also star. Plot
Following Tobias Whale invasion of Garfield High School, the board decide to keep the school closed while they investigate Jefferson Pierce's whereabouts during the attack. Elsewhere, Lynn Stewart is questioned by Agent Odell about how the stasis pods with children in came into her possession. Lynn claims it was an anonymous phone call, but Odell does not believe her and revokes her access to the pods.
At the Pierce house, Anissa finds out that Jennifer is floating in her sleep surrounded by lights and discharges. Jennifer begs her not to tell their parents, but Anissa admits she already told them.
Syonide approaches Kara Fowdy; Tobias wants to talk to her about the briefcase. Kara refuses and the two fight, which results in Syonide's death.
Kara goes to Peter Gambi and makes a deal. She will get the briefcase from Tobias in exchange for safe passage out of Freeland.
Bill Henderson, now Deputy Chief of the Freeland Police Department, finally figures out that Black Lightning is Jefferson Pierce. He confronts the vigilante and Jefferson admits it, leaving Henderson feeling betrayed.
The government is taking control of the "Green Light babies", forcing the relatives to sue the government to see them. Disgusted at the situation, Anissa steals money from drug dealers and gives it to the families to pay for their legal costs.
Jennifer's powers get harder to control, and she has to be talked down by Jefferson after creating a forcefield.
Kara goes to Tobias' office looking for the briefcase. Tobias shoots her with a harpoon in revenge for killing Syonide, but she jumps out of a window to escape.
Napier Frank tells Jefferson that the board are going to close Garfield down. To save the school, Jefferson offers to step down as Principal.
