"The Book of Occupation: Chapter One: Birth of Blackbird" is the first episode of the third season of Black Lightning, and the thirtieth episode overall. It aired on October 7, 2019.

Synopsis

We find Jefferson Pierce like never before, in the hands of the ASA with his wife Lynn as Agent Odell tightens his grip on the Pierce family, leaving Jennifer abandoned and Freeland without Black Lightning and Thunder. But Anissa secretly defies Odell in her alter ego as Blackbird with the able tactical and technical support of Gambi.[src]

Plot

Blackbird (Anissa Pierce)

The people of Freeland are disgusted over the imprisonment of the escaped meta-human children in detainment facilities. In Black Lightning's absence, Blackbird, a new vigilante, has appeared.

In an A.S.A. holding facility, various meta-humans are interviewed regarding the nature of their powers and their extent of Green Light use, including Jefferson Pierce.

At the detainment facility, Reverend Jeremiah Holt and Anissa are viewing the state of the caged metas when the facility is attacked by a Markovian meta-human, Cyclotronic. The Markovian threat is thwarted by Commander Carson Williams. Deputy Chief Bill Henderson is forced to comply with the commands of the A.S.A.

Cyclotronic

After 31 days of holding, Jefferson is released, and reunites with Lynn. Their reunion is interrupted by Agent Odell, who reminds them of the rising Markovian threat. Meanwhile, Gambi locates a weakness in the A.S.A.'s perimeter.

Coordinating with Gambi, Anissa hijacks a bus transporting meta-humans, and takes them to the church. After experiencing an uncontrolled surge of power at school, Jennifer experiments with her powers. Anissa catches Jennifer outside of curfew.

Odell uses Issa Williams to find the location of the briefcase from Tobias Whale, who reveals that Proctor was working under the orders of Odell, who is working on behalf of the POTUS. Odell kills Issa by poisoning his food.

Anissa escorts the rescued metas through the A.S.A.'s perimeter, but she is knocked out by a rocket, and left in the territory of the Perdi. Elsewhere, Lala is revived.
