Tori is the younger sister of Tobias Whale.
History
Leaving her home bases in Florida, Tori visited Tobias sometimes after Black Lightning returned to crime fighting. She came up with a plot to kill him.[1]

- Longevity: Through a serum Tori along with her mother was granted the ability to never age, as a result, she has stayed young (appearing in her early to (mid-thirties) for the past several decades and not suffered the ravages of time and aging. Because of this, Tori seems at her physical prime.[2]
