Cisco Ramon theorized that Clifford DeVoe's sanctuary is located in a pocket dimension.
History[]
At some point after being affected by the particle accelorator explosion, Clifford DeVoe discovered the pocket dimension, building his sanctuary in it and using it as a secret base of operations. The pocket dimension can be accessed via the Hoverchair, or by utilizing Edwin Gauss' meta-human powers.
