Widgick is a storage worker from Central City.
Biography
He was interrogated by Oliver Queen (under the persona of the Arrow) because he wanted a the name of the man who rented that storage unit. When Widgick did not give Oliver what he wanted, he was tortured by the latter (offscreen). After he shot presumably more than one arrow into Widgick, Oliver finally got the name: Roy Bivolo.
