History[]
Following his induction into the Church of Blood, Hoshaw Tolibao took a woman hostage at the top of Winick Tower with a gun and preached about Brother Blood. The Arrow soon arrived and took Hoshaw down, leaving him to be arrested.[1]

- Winick Tower is a reference to Judd Winick, a comic book artist who most prominently worked on Green Arrow comics in the early 2000s. He revealed that prominent character Mia Dearden was HIV-positive, and only issues later became a sidekick of Green Arrow named Speedy, the second such character to do so, making her the most prominent superhero to be HIV-positive.
